Ok, now, here me out. I know it would OBVIOUSLY be wrong to cosplay at church or a funeral or something like that... but I mostly wanted to know if it's ok to cosplay at the mall or something. >_<

I personally wouldn't cosplay by yourself though, but at least you'll be with your sister, even if she won't be cosplaying herself. Just expect some stares, but if you're with someone they probably won't do much apart from that.
